I have a book by journalist Cyril Posthumous about modelling vintage cars including the wheels, although the book is very old, there are some good ideas. For wheels without large brake drums, he uses a clear rigid plastic disc to form the rear or inside of the wheel and cotton thread spokes for the outside or front of the wheel.
