If you have shorts, and not opens, it is most likely underneath the track where the tape is wrapped around the ends of the sections of track. Look at the track joints, take them apart and look under the track. No need to retape for opens or shorts, tape is easily repaired. If the shorts are not at the ends of the sections as described, they could be at the power tap locations. Maybe if you have multiple taps, did the polarity get crossed up somewhere ? My track had six sections, I ran a extension cord to each section for each lane and used AC plugs on the ends of the cords. I used power strips wired to my power supplies. That way it was plug and play. One power strip per lane. Wire them all correctly the first time, nothing else to do ever. My controllers were hard wired in as well.
