A lot of it depende on rules. If you'll notice in the earlier days you dont see many 36 and earlier fords because of the open top where the insert went. That was one of the rules in the St.Louis area associations. Wheel base was a factoring rule. Also during the late forties and into the 50's the midget was the "A" car. Fender cars as my dad calls them were the "B" car. When the midget started to fade in popularity the super mods started to come on. By the late 50's to early 60's the modified as we know it was taking over.
As my pops said, You could buy a 37 -40 for about $50 bucks. Pull the fenders off, big motor and transmission with a quickchange out back and you had a great car!!!
