Calling "Track" throws a caution and the power goes off. The car that came off restarts just ahead of the lap counter, so you really don't want to mess up coming out of turn 4.
Calling "Rider" indicates a car has jumped into some else's lane. The difference is under a "Track" call, you typically let your car roll to a stop. Under a "Rider" call, everyone should be on the brakes.
