Not sure who took the wheel off, but it was probably Mr. Withers, who owns the old amusement park.

Bad place to "remove" a wheel :o
That nasty black dent behind the front wheel opening says to me a bad thing happened.

I would have gotten away with it if it wasn't for those cheap meddling wheel studs
