General Tool makes a tapered reamer with a T handle they are around 15.00 bucks and come in handy for opening up a diameter

Harbor Freight Toys, err I mean Tools has a vast selection of files - many shapes, many sizes, little $$$$.

Is this front "notch' just plastic? Do you have a old Scalectrix or Fly axle lying about? The knurling on the ends can easily clean out that hole a little, enough to free it up.
Until you get the correct tool that is.

3/32" is .0938". Try a #41 (.096") or #40 (.098") drill bit.

A reamer may not be the best thing to enlarge what is really more like a notch, I would use a round file. I have both the regular and diamond coated file sets from Harbor Freight and they work very well.

I agree. Cummins makes a set of diamond files that are dirt cheap, and they are tiny. I think they are sold by Harbor Fright.
