It is nice to have an adjustable power supply, but you don't need one to lower the voltage. One option is to stick a few diodes in the circuit, if you put them in the right place braking will not be affected. Another option is to use the type of voltage regulator that is used to dim LEDs. One person that I know has a wood track with a 13.8 volt power supply that was too hot for many of his cars. Rather than get an adjustable power supply, or find another way to drop the voltage, he elected to change the motors in his cars, which did not make a lot of sense to me.
