As CA tends to attack styrene it is likely that the "smudges" are not only on the surface of the glass, but "into" the glass itself.
You can fix the problem by sanding the affected areas starting with 2000 thousand grit paper and working up to 8/12 thousand grit, then polishing compound, followed by a coat of Future/pledge...........it certainly can be done, but, it is a royal pain..........I only bother with this process on vintage cars where I have no access to clean/clear glass.
I would be careful if using a dremel........even at very slow speeds, it is easy to "burn" the glass (I became an expert on "burning" glass many years ago ;) )
A drivers net, drivers name, windshield shade, sponsor decals etc., over the smudges, while not the same as perfect glass, will be way way way easier.
