If my memory serves me ..........
I believe the little brass tabs at the front were to make a BRRRRRR noise when pulled to one side and then run. Kind of like the noise your pushbike would make when you pegged a piece of card on the frame to run on the spokes. See the little arm on the front of the motor shaft will click on the brass strip as the motor turns once the Tab is pushed over. You pushed it back the other way to make it quiet, after your Mum would crack it, with the racket. :D
You don't see a lot with the brass "clicker" intact. They seemed to end up breaking eventually from metal fatigue. (or maybe Dad snuck in at night and snapped them off to stop Mum complaining. ;) )
Might want to check the motors are 12v before you run 'em some of these old Hong Kong cars ran on Battery packs that took 4 D cells or 6v transformers.
