Scenery Sizing

I am making some flags and flagpoles for the Guradrails.
I am planning on the flags being approx 3 cm x 2 cm covering a bunch of countries.
For a standard USA flag measuring 3 ft x 5 ft the recommended height is 15 ft to 20 ft which is 4.25 in to 5.50 in high. So a 3cm x 2cm flag would be on a 10.6 cm flagpole. Does this sound right?
