I've been doodling around with this picture, and I think the tires are from India for whatever reason (Ceat tires were sold by Perelli for a while, est. 1958), the cars are Abarth customs (badges on the front bumper area), and the picture was probably taken in Italy in the late 1950s, as there is a sign for Autocarri, an Italian truck manufacturer, and a new looking Fiat 500, which started production in 1957. There is a pre-war 4 door sedan in the background, too. If we could just see more of that huge monument, I'm sure we could identify the scene.
